Ethiopia Processing Only Pending Adoptions
As of November 8, 2017, the government of Ethiopia has informed the U.S. Department of State (DOS) that it will not process to completion any adoption cases that do not have a completed Form I-604 determination or a Form I-604 determination pending with the U.S. Embassy in Addis Ababa, including families that have been matched with a child but have reached Form I-604 stage.

Rwanda Lifts Intercountry Adoption Suspension
The government of Rwanda’s Commission Nationale pour les Enfants (National Commission for Children or NCC) has lifted a suspension on international adoption that has been in place since August 2010. “The Government of Rwanda reports it is in the early stages of implementing the procedures and policies that will govern intercountry adoptions,” reports the DOS, which will release information as it becomes available.
