Haiti will stop accepting transition dossiers on February 12: The Haitian Central Authority, L’Institut du Bien-Etre Social et de Recherches (IBESR), will stop accepting transition adoption dossiers on February 12, 2016, citing concerns that it may not be able to match all eligible prospective adoptive parents (PAPs) by April 1. PAPs should file transition dossiers as soon as possible if they wish to continue these cases.
India requires further documentation before adoptive parents leave the country: When parents adopt from India, they must now visit the Foreigners Regional Registration Office (FRRO) to obtain a no objection certificate (NOC) before going to the airport to depart. Although India’s Central Adoption Resource Authority (CARA) issues a NOC, FRRO airport staff require their own NOC. This policy replaces an October 2015 requirement that parents receive an exit permit from the FRRO.
